On the V5C book it says only one previous owner, but on the original it has had four owners. The number is non transferable. As it is classed as a historical vehicle it does not need a MOT or any Tax as it is exempt and has been SORN for a few years. I bought the moped in 2005 from Mark in Ipswich who was mad on Phillip Gadabouts and had at least 3 or 4. When I bought it then it was a bit run down and rusty the only thing he did say that the engine was seized so he replaced it with another of his collection of Phillips moped. The Moped has been resprayed and new wheel rims and spokes. Also new tyres and tubes. New chrome magneto has been fitted. All chrome items have been rechromed. New bands fitted to front suspension. All new cables fitted and a new seat made and fitted. It is in running condition and all lighting works. The odometer works but the speedo does flicker as you increase speed, so it takes a bit of getting use to. There is a pair of leg shields (see Photo) for the moped which I never fitted which have been painted and come with it if you require them. This 1963 Phillips Gadabout MKIV is rare as there is less than a handful of these left in this condition.
The MKIV from 1961 onwards was built with a Motobecane engine and a 2 speed belt driven. These Mk4's were the last Phillips to be made. These were little more than versions of the Motobecane derivatives Raleigh RM4 and RM5 in different colours. Front suspension was a band suspension with shocker at rear. The lighting is a 6 volt system. It has a 9:1 compression ratio, big ported barrel and 14mm Gunter carb.
