Currently on retention certificate, there are no additional DVLA Fees to pay
Can only be transferred to a vehicle registered new after 1st Sept 2023 - Adding your details to the Retention Certificate does not cost anything, so you can keep it for 10 years on retention, awaiting transfer to a suitable vehicle at no cost!
A pair of plastic plates are not included, but I'm happy to get a fully legal set made if you wish (eg if you want to keep the registration on retention but still want a pair of plates, maybe ideal if its a gift?)
